[Multicultural News] Illegal foreigners leaving Korea voluntarily after completing vaccinations will be exempted from fines for illegal stay

In order to respond to the low vaccination rate and continuous confirmed cases of foreigners living illegally, the Korean government has come up with a plan to exempt illegal foreigners who voluntarily leave the country after completing vaccinations to pay fines due to detection.

By the end of the year, illegally residing foreigners who have completed vaccinations against COVID-19 in Korea do not have to pay the fine when leaving the country voluntarily.

As of the end of October, the vaccination rate for foreigners was 50%, far below the 75.6% completion rate for domestic vaccination. In particular, illegal foreigners have a reluctance to be vaccinated due to that they do not want to be busted for their illegal immigration status. Since there are many foreigners who are in the blind spot of vaccines, group infections centered on them continue to occur.

Accordingly, the Korean government is pursuing a plan to give incentives to illegally resident foreigners who have completed vaccination.

Initially, if foreigners were found to be living in Korea illegally, fines were imposed accordingly and they were deported to their home countries. The fine amounted to up to 30 million won depending on the length of the illegal stay. However, according to the government's announcement, illegal immigrants who have completed vaccination and wish to voluntarily leave the country will be exempted from paying fines for illegal stay.

However, foreigners who have committed crimes in Korea or who have violated quarantine rules cannot be the beneficiaries of the incentives granted by the Korean government.

[다문화뉴스] 불법체류 외국인, 백신 접종 완료 후 자진 출국하면 범칙금 면제받는다

정부는 불법체류 중인 외국인의 낮은 접종률과 계속되는 확진 사례에 대응하기 위해, 접종 완료 후 자진 출국하는 불법체류 외국인에게 적발로 인해 납부해야 하는 범칙금을 면제해주는 방안을 마련했다.

연말까지 국내에서 코로나19 백신 접종을 완료한 불법체류 외국인이 자진해서 출국 시 범칙금을 내지 않아도 된다.

10월 말 기준으로 외국인의 백신 접종률은 50%대로 국내 접종 완료율 75.6%에 크게 못 미친다. 특히 미등록 외국인들은 불법체류 신분을 노출하지 않기 위해 백신 접종을 피하고 있다. 백신 사각지대에 놓인 외국인들이 많다 보니 이들을 중심으로 한 집단감염도 계속해서 발생하고 있는 상황이다.

이에 정부는 백신 접종을 완료한 불법체류 외국인에게 인센티브를 부여하는 방안을 추진한다.

당초, 불법체류 외국인들은 한국에 불법적으로 거주하고 있는 것이 적발되면 그에 따른 범칙금이 부과되고 본국으로 추방당했다. 범칙금은 불법체류 기간에 따라 최대 3천만원에 달했다. 그러나 이번 정부의 발표에 따라, 백신 접종을 완료하고 자진출국을 희망하는 불법체류 외국인은 불법체류 적발로 인한 범칙금 납부가 면제된다.

다만 한국에서 범죄를 저지른 전력이 있거나 방역 수칙을 위반한 적이 있는 외국인의 경우엔 정부가 부여하는 이 같은 인센티브의 수혜자가 될 수 없다.
