① Traffic safety education

The first step in obtaining a driver's license is to complete a traffic safety education. Traffic safety education is conducted at safety education centers located across the country. Unlike Koreans, foreigners cannot make online reservations, so they must visit the safety training center to apply. It is mandatory to bring your foreigner registration card at the time of application. The training is completed by viewing an hour-long video. Some provide English and Chinese subtitle services for foreigners. Training centers in Incheon, Yongin, Uijeongbu, and Ansan provide foreign language subtitle services.

② Aptitude test

Those who have completed the traffic safety education must take an aptitude test before taking the written test. The aptitude test is conducted to find out the physical abilities necessary for driving, such as eyesight and hearing. When applying for the aptitude test, applicants must confirm their foreigner registration card. In addition, three copies of ID photos (size 3.5 cm*4.5 cm) taken within 6 months of the date of application must be submitted.

Tests can be taken at the physical examination room in the test site or at nearby hospitals where are allowed to operate the test. When taking a test in the center, a fee of around 6,000 to 7,000 won is charged depending on the type of license. The cost of the aptitude test conducted by the hospital varies according to the policy of the hospital.

③ Written Test

Those who have passed the aptitude test can take the written test. The test consists of 40 multiple-choice questions, and the passing line is 70 points for the first-class license and 60 points for the second-class license. The test is conducted on a computer and results will be announced immediately after taking the test.

Application for taking the test is conducted at driver's license test centers across the country, and applicants need to submit an application form, 3 ID photos (size 3.5 cm*4.5 cm) taken within 6 months, and their foreigner registration card. The test fee is 10,000 won.

④ Function Test

The function test is a test to grasp if the drivers follow the rules when driving and operate the driving device properly. There are two ways to conduct a functional test. Applicants can enroll in a private academy and take the education and practical test all in one place, or practice by themselves and take the test at driver's license test centers nationwide.

Registering at an academy has the advantage of being able to conduct both education and exams in one place, but has the disadvantage of increasing costs. If applicants take the test at the driver's license test center after studying on their own, the cost (22,000 won for the test) is drastically reduced, but there is a downside that practice is not easy.

When applying for the test, applicants need a certificate of passing the written test and a foreigner registration card. Regardless of the type of license, a score of 80 or higher is required to pass. ⑤ Road Driving Test

A road driving test is a test of driving on a set course on a real road. If you register for an academy, the test is conducted on the road section set by the academy, and the test fee is included in the academy registration fee. Applicants who have practiced by themselves without registering at an academy can visit each driver's license test center, submit an application form, and take the test. A test fee of 25,000 won is incurred. To pass, a score of 70 or higher is required for both Type 1 and Type 2.

일반적으로 국제운전면허증의 유효기간은 최대 1년 정도에 그친다. 한국에 장기간 거주하면서 운전할 계획이 있는 외국인이라면 국내에서 면허를 취득하는 것이 합리적이다. 내국인뿐만 아니라 외국인에게도 한국의 운전면허증 취득 과정은 그리 복잡하지 않다. 또, 한국어가 능숙하지 않은 외국인들을 위해 각각의 시험장에서는 영어·중국어 자막 서비스를 제공하거나 원어로 시험을 볼 수 있게 함으로써 면허를 취득하고자 하는 외국인들의 편의를 최대한 보장하고 있다. 운전면허 취득을 고려하고 있는 외국인들을 위해 운전면허증 취득 과정 및 절차를 소개한다.

① 교통안전교육

운전면허 취득 과정의 첫 번째 단계는 교통안전교육을 이수하는 것이다. 교통안전교육은 전국에 위치한 안전교육장에서 실시된다. 내국인과 달리 외국인은 온라인 예약이 불가해 안전교육장을 직접 방문해 접수해야 한다. 접수 시 외국인등록증 지참은 필수다. 교육은 1시간 분량의 시청각 자료를 보는 것으로 완료된다. 일부 안전교육장은 외국인들을 위해 영어 및 중국어 자막 서비스를 제공하고 있으며 경기·인천 지역 안전교육장 중 외국어 자막 서비스를 제공하는 곳은 인천, 용인, 의정부, 안산이다.

운전면허학원에서도 교통안전교육을 받을 수 있다. 운전면허학원에서 진행하는 교육은 3시간 동안 진행되며 제공되는 자막 서비스는 학원의 정책에 따라 달라질 수 있다. 학원에서 교육을 신청할 때에도 외국인 등록증 확인은 필요하다.

② 적성검사

교육을 이수한 이들은 필기시험을 보기 전 적성검사를 받아야 한다. 적성검사는 시력·청력 등 운전에 필요한 신체능력을 알아보기 위해 실시된다. 적성검사를 신청할 때에도 외국인 등록증 확인이 필요하다. 또 신청 접수일 기준으로 6개월 이내에 촬영한 신분증 사진(규격 3.5cm*4.5cm) 3매를 제출해야 한다.

검사는 시험장 내 신체검사실 혹은 인근 지정 병원에서 받을 수 있다. 시험장 내에서 검사를 받을 땐 취득하고자 하는 면허의 종류에 따라 6천~7천 원 정도의 비용이 청구된다. 병원에서 진행하는 적성검사는 병원의 정책에 따라 그 비용이 상이하다.

③ 학과시험(필기시험)

적성검사까지 통과한 이들은 학과시험(필기시험)을 볼 수 있다. 시험은 오지선다형 객관식 40문제가 출제되며 합격선은 1종 면허의 경우 70점, 2종 면허의 경우엔 60점이다. 시험은 컴퓨터로 진행되며 결과는 응시 직후 바로 알 수 있다.

시험 응시 접수는 전국의 운전면허 시험장에서 진행되며 원서 및 6개월 이내에 촬영한 신분증 사진(규격 3.5cm*4.5cm) 3매, 외국인등록증을 제출하면 된다. 시험 응시료는 1만 원이다.

④ 기능시험

기능시험은 운전자가 정해진 구역 내에서 직접 운전을 하며 운전장치 조작·가속·주차 등을 제대로 수행하는지 알아보는 시험이다. 기능시험을 진행하는 방법은 두 가지다. 사설 학원에 등록해 교육과 실기 시험을 모두 한곳에서 진행할 수도 있고 혼자 연습한 뒤 전국의 운전면허 시험장에서 시험을 치를 수도 있다.

학원에 등록하면 교육과 시험을 모두 한 곳에서 진행할 수 있다는 장점이 있지만 비용이 늘어난다는 단점이 있다. 혼자 학습한 뒤 운전면허 시험장에서 시험을 치를 경우 비용(응시료 2만 2천 원)은 대폭 감소하지만, 연습이 여의치 않다는 단점이 있다.

시험 접수 시 학과시험 합격증과 외국인등록증이 필요하다. 면허 종류와 상관 없이 80점 이상을 획득해야 합격이다. 기능시험에 합격하면 연습면허를 발급받게 되고 도로에서 실제 주행 연습을 진행할 수 있는 자격이 생긴다.

⑤ 도로주행시험

도로주행시험은 운전자가 도로에서 안전하게 운전을 할 수 있는지 없는지 알아보는 시험이다. 학원에 등록한 경우 학원에서 지정한 도로 구간에서 시험이 실시되며 응시료는 학원 등록비에 포함된다. 학원에 등록하지 않고 도로주행을 연습한 응시자는 각 운전면허 시험장에 방문해 원서를 접수한 뒤 시험을 보면 된다. 2만 5천 원의 시험 응시료가 발생한다. 1종과 2종 모두 70점 이상 획득해야 합격이다.

도로주행에 시험에서 합격한 이들은 이튿날부터 전국의 운전면허 시험장에서 면허증을 발급받을 수 있다. 6개월 이내 촬영한 증명사진(규격 3.5cm*4.5cm)과 외국인 등록증을 지참해 방문하면 된다.
